Throttle/RPM issue

Hi all. My left engine tach says 7000 WOT and the right only hits about 6300 WOT. When I pull the levers back to half throttle I have to pull my left lever back about an inch or so in order for both engines to run at a constant 4000 rpms. Is this a simple throttle cable adjustment or should I be looking at my carbs?
 
Are the engines synchronized while it's at idle? I would start there... If they aren't synchronized, see below.


Per the manual.

Start engines
Push one throttle lever until engine reaches 3000 RPM in water
Move the second throttle lever to the same position, engine revving should be between 2800 and 3000 RPM in water.
Stop engines
If engine is not at proper RPM, adjust cable threaded end on throttle/shifter controller bracket.
 
You will never get both levers exact you can get them close. Mine are little off not a big deal plus the weight in the boat makes a difference also. That is why there are 2 of them. Your wide open should be the same RPM. You could have a bad tach or something keeping the engine to rev fully up like a binding in cable or just out of adjustment.
 
Thanks Jeb, Ill have to look for that and try it out next time I have it in the water. Thanks Howie as well I am going to take a look at the cables tonight.
