You really need to add your seadoo model and year to your avatar for this and future questions. Use mine as an example.
Check that the carbs are in sync with each other before you begin adjustment. Make sure the oil injector is adjusted in sync with the carbs or a seizure could happen with lack or oil at rpm. Next check that the cable allows the carb to go to the idle position. Next check that the cable allows the carbs to go to full throttle, when the throttle lever is in the full throttle position. adjust the cable at the carbs end first, and any extra adjustment needed at the control handles. Throttle cables are real expensive, so adjust it as best as possible...replace them if it is broken.
