Strange issue - top end

I really wonder if an engine can develop bad timing. Anyone knows?

Keep in mind the motor runs fine when it gets a breath from a wave and the load is eliminated.

Yes, it was the same for me: the engine would finally pick up speed and run great until I release the throttle but the timing was just a bit off. Not enough to make it broken but just enough to make it run bad.
