starter tests

alright, so i have a starter that won't work at all. i've tried everything i can think of. i've bypassed both the ignition kill switch, the ignition switch, the entire starter solenoid for that matter. there is continuity throughout all the wires, and even throughout the starter. because there is continuity throughout the starter, it makes me think that the starter shouldn't be bad. any ideas without taking it off the engine block and taking it apart? the starter is only like 5 or 6 years old tops. but the engine hasn't started in 2 years also. any suggestions would be welcome.
 
Just pull the starter and bench test it to see if its good. It could be corroded inside and seized up. If it has power and ground than it might need to be replaced or rebuilt.
