Starter spinning

When I start my 98 gtx ltd the solenoid clicks and then the starter just spins. took out the plugs and turned the drive shaft, (gave it a good wiggle about)
Put plugs back in and started.
Is this a bad starter motor? (or tooth mising on magneto):(
Do I need to get the engine out to remove the starter
Can I service the starter motor or is it best to just get a whole new assembly
Any help appreciated

You should be able to remove the starter and run it outside of the pwc. You should see the gear push out.

I just took my starter apart. If you do a few hints: mark a line down the different assemblies so you can align it when reassembling it. Follow the directions in the manual as it took me some time to get it back together properly.
