Sportster 1800 cooling system question

Would someone with a Sportster 1800 take a look at these pictures and let me know if the tow hook should look like this:

The cooling system "tell tale" indicators run up to fittings behind this, but I don't see where the water is supposed to shoot out like it did on my LRV. It looks like the plate behind the round washers would block the streams. Is this how it is supposed to be?

If so, what should I look for to indicate proper cooling system circulation?

I don't have an 1800... but mine comes out just below that plate. also, mine doesn't have the 2 big washers. I'm sure the designs have changed... but I would take the tow ring off, and fugue out if the washers are blocking the tell-tale port.
