Seadoo dual axle trailer tire wear

U just bought a 2012 challenger 210 and it has a seadoo dual axle trailer and the right front tire is cupped pretty bad and the outside of the tire has a lot of wear. The rest of the tires look like new, I am going to replace the one but something has to be out of alignment. Also anyone know what brake shoes these take?

The tire cupping is probably because the surge break was weak, and that wheel was seeing break pressure on every down hill.

As far as the shoes... they are generic for a surge brake, and that size drum. (just measure the drum)
