Make sure the throttle is returning. Under the carbs there is a link bar that links the two carbs together. If you pull back on that towards the rear of the ski, see if it moves back further and returns to normal idle. If so you'll need to investigate why it got stuck. Could be a frayed cable, or something mechanically binding it.
 
That is a classic air leak and has to be fixed. The engine is running so lean it does not need spark just like a diesel. The safest way to kill it is to pull the choke.
The most common place is the o-ring for the intake manifold to crankcase but a full leak down test is the best way to find it.

Have you had the carbs off recently? It is possible that one of the gaskets shifted when installing them.
