I was filling the holes in my ride plate today when I noticed corrosion on the ride plate..can this negatively effect my performance?? How can I fix this?

Make sure the Zink is actually touching the plate and not separated by paint.
Officially the bolt holding it in place is SUPPOSE to be a positive contact, that often is not the case though. If the washers holding it onto the plate don't make great contact to the plate and the Zinc then the Zink cannot do its job.

That's what it looks like under there.. Do you guys suggest taking it all apart maybe sanding the surface to ensure proper contact and possible getting a new anode ?
The Zink is working based on its appearance but needs cleaned to work better. On large ocean going vessels the Zincs are wire brushes on a monthly schedule to keep them fresh.
I would do as you suggest. Make it a good clean contact and clean the Zink with a wire brush.
