Registering a ski

I recently had a 93 sea doo spx given to me with s double trailer.. I was given a bill of sale from the secretary of states office, blue in color. I took it to the sos office all filled out and they told me that I would need the other party present....I told them I can not get ahold of them now so what am I to do? I have been told I can register it in Michigan, has anyone done this in Michigan?
 
It's basically a provisional title. You will state that you obtained it legally and made every attempt the get the last known owner to sign and get an official title. You can then use it to get registration but typically there is a provision that if the actual last legal owner found out you had it he would be able to dispute the ownership for a certain amount of time.

In states like California If you don't have a signed chain of title and the watercraft is still in the system you are basically screwed. I ran into this once and even the local DMV said they had never seen the main office in Sacramento approve a transfer without the last owner signing off on it even though they have a form to do it.
 
Were you able to find out if Mich will allow for bonded titles?

You also can do a mechanics lien on it too.
