rear bilge drains.. not draining.. why??

i have a 2006 rxp 215 and the bilge drains are not expelling water out of the hull after i took it out of the water put it on my trailer and washed it and the water is still not draining out of the hull.. i even tilted the trailer all the way up... two days prior the drains worked fine... any ideas to get it drained would be great thank you..
 
This could be leaves posistioned just right to block the drain/s, push a short electrical wire in there only a few inches and the draining should begin - that is if there is anything there to drain.
 
yeah i didnt have any electrical wire handy, so i used a zip tie to poke around in there.. however after doing that i noticed there seems to be some type of a ball in there.. (im assuming its a one-way flow to help prevent your hull from filing up with water incase the drain plugs are not threaded in apon riding??) however after poking with the zip tie i noticed small amount of water on the zip tie, so i got a small flat blade screw driver and nugged these ball looking things on the left side and it worked, it started draining rapidly right away, so i lightly pried on the one on the right side and that worked too.. its draining the hull as i speak! thanks for the insight..
