Re-attaching lower RV oil line

Hi all,
I'm a newbie ... bought a used '92 Seadoo SP and have been working on getting it running.
One night I noticed a pool of oil in the bottom of the bilge. After sopping that all up I discovered that that lower oil line to the rotary valve was only loosely attached. Is there a trick for getting in there and tightening its' hose clamp?

Just gotta reach down in there. I use a nut driver instead of fiddling with a flat blade screwdriver. Perhaps a mirror to aid in guidance.
