PROBLEM on th water

Took the 95 sportster out yesterday for a good 2 hrs. On take off it act like it didnt want to go, so I back off the throttle and it smooths out .Then when I try to go WOT it bogs down and falls off plane. Sometime it will catch and go sometimes this happens. When I get it back to the house and open up the engine compartment the bilge area is I gues fuel of fuel, oil, water mixture. What do you think the culprit is?
 
Check your plugs on the tuned pipe for holes, that could be your water in the bilge. My challenger would run OK for about 15 min. and then it would not go over 5k. I finally found out that the bearings in the impellor shaft (short one in jet pump) had gone bad and it was bogging the motor down. Replaced it and took it out today, it jumps right out of the hole and runs great. I had finally found this problem since I eliminated all of the others: Fuel, spark, carbs, exhaust leak etc.
