I wouldn't say "necessary", but probably a good idea.
Technically after a rebuild, as long as you put in a new needle, seat, and spring (stock ones), and nothing else changed on the ski, you should be okay. In other words if you changed the fuel requirements of the ski somehow (flame arrester, etc.), you will need to check/change the pop off.

Need to install the original ones, from the carb, dont use the ones from the kit. Yeah, maybe same size, but the "thickness", amount of windings..etc, are different. They gaged by "grams", so your pop-off psi is all jacked up. Reinstall oem ones, and you'll be good.
the "stock" ones, you'll receive, will be the "black" springs, which you should have in your kit, but still, wont be right. Your gonna need to install those, then "play" with the position of the "tang", to get the carb/s to work correctly.
