plumbing fuel lines 96 gti

I finally decided it was time to pull the tank and change the lines , im sure i connected everything right reserve from the tank to reserve on the fuel selector , on to on , out going to fuel filter , fuel filter going to carbs , return line running back to fuel pick up , i added a in line filter by the carbs as well which i can see fuel pulsing when i turn over but its not enough to keep engine going , i put two gallons of fuel in the tank , im thinking i just didnt put enough to fill the lines , i ran battery low yesterday trying to get fuel flowing , im gonna get 2 more gallons today , but i wanted some opinions just in case i did something wrong thanks
 
The oring in the fuel water seperator has to be good so air doesnt leak in...that usually the prob...lol unless you have the switch to ON like Lou said.
