ownership change from canada to usa

So, i finally will be selling my RX to a friend of mine, the thing is he is form vermont. if i sell it to him what does he exactly have to do, in order to be 100% legal and legit... i know how it works in canada via provinces but as to via the usa im not sure, some info would be greatly appreciated!

Have your friend check with the Vermont motor vehicles department or whoever takes care of boat registrations, each of the states has their own rules.

Here in California I have found that the best thing is a bill of sale and possibly a specific power of attorney relating to the ski, listing only the HIN. The DMV here then checks to see if the ski has been reported stolen or previously registered/titled in California (so they can sock you with late fees). Probably better to have a USA address on the docs.
