Oil pump spring sticking

The oil pump spring seems to be sticking and not springing back fully. It remains open about 1/8 inch and won’t full spring back unless I manually rotate the pump back into place.

What could cause this? The cable is brand new and perfectly smooth and is not impeding movement. It seems the oil pump spring is getting hung up.

Can I fix this without removing the pump? It’s such a pain to remove the pump and get that stupid plastic drive shaft in place.
 
I removed the pump anyway. The spring was jammin on something and I have no clue what. It was keeping the pump about 1/8 open away from the alignment lines. I cleaned the spring with PB and wiped everything down. Maybe there was dirt or something in it.

Question, when installing the pump is it possible to not get the flat tab inside if the pump drive shaft? It seems like it’s not possible and the only way to get the pump seated is if the shaft is interfaced properly. I don’t think you can get the pump tab in on the top or bottom. Seems it can only seat correctly if it’s actually interfaced in the plastic shaft.

Does this seem correct?
