Not running past 4600 rpm

My sea doo filled completely with water. , after drying it out I wasn’t able to run past 3400 rpm’s cleaned the rave valves and now able to 4600 but the back cylinder is cold , my Spark is good And compression is 125 per cylinder . I’m able to start it with the front plug wire off but it won’t rev.
what should I look for. Reed valve?

125psi is really really low. It's not a harbor freight gauge, right?

125psi should run out of water, but isn't really gonna work in the water.

125 is good on the 951 engine

Okay,,, it’s possible that water is in the front side of the fuel pump,,, it gets stuck,,, and the clear check valves will not operate fully!!!
Replaced plugs???
Check the water separator,,, see if there is water in there.
