No response when trying to start

Hi all,
I have a 1990 spi with the yellow 587 motor. I bought this ski to tinker with and try to get running. At this point I am just trying to get it do anything. I hooked a battery up to it and tried to start with no response. I pulled the solenoid and tested it, it works. I see there is also a rectifier and a speed limiter in the electrical box. Based on what I gather from the manual, the speed limiter controls the rpm's but shouldn't keep it from starting. Could a bad rectifier keep it from starting? I know there are other electronics in front of the motor but haven't got that far to see what is in there and what their functions are.
Any ideas? Can the rectifier be tested?

is it turning over at all, when start button is hit? If not, then sounds like you need a starter, or atleast prior to get'n one, removethe grey shield from behind the motor, remove spark plugs, and turn the pto wheel, see if she/crank moves...
 
Nothing at all when I hit the start button. I turned the motor last night, it was a little tough but it turned, is that common? I know the starter works because I test it but it didn't seem to want to turn the motor over very well but that's another problem. At this point, I am just trying to get power.
I'm not looking to put a lot of money into it so am trying to diagnose all the problems to have an idea of what it will take to get it running before I start buying random parts.
