Need help with HX jet pump

The 4 bolts for Nozzle and venturi to the pump
I have a problem with the Plastic Behind the nuts broken up when i try torque to 13 flb, the bold is M8 so i was torque to 13 flb it is to much? Any help would be Appreciate.

I have seen too many of these break and for that reason, I do not torque them, I just go by feel, tight is right, it's the Venturi we are securing, not the pump.

Popps is correct, a little thread lock and hand tight is plenty for the venturi.
