MPEM or ECU Test ?

Can the MPEM or the ECU be bench tested by a dealer that has the BUDDS? I would rather take them out than tow the ski 10 miles.

No, they can't be bench tested, BUDS connects to the communication port of the ski similar to your car connecting to OBD readers. They could be put into a compatible ski but unlikely a dealer would do that for you even if they had one available.
