Ski: 1998 GSXL with a 951cc Silver engine

I finally got out on the water this weekend and while the ski now starts, it still has some serious issues. I was not able to really ride it because of the below issues:

1) Starter only turns in spurts (~1 second long). This does get the ski to turn over after a few attempts but seems wrong since every other vehicle I have ever owned has run the starter continuously when the start button is pressed. Is it a 'feature' of these motors to only run the starter in short bursts?

2) Once the ski starts, it runs rough. It will idle for a little and then die. Sometimes I am able to run for a sustained time(~30 seconds) at a max of 2400rpm before it dies. I am also able to occasionally get a short burst(~1-3 seconds) of 'full' power(might get up to 20mph, so please do not confuse with full speed) before the engine either dies or slows down to idle.
This seems to me like a fuel starvation issue but I just want to make sure I am on the right track. I just had the ski in the shop where I had them replace all the fuel lines (the old ones were the grey ones) so I know its not the lines, but they did not do the carbs or fuel selector. Is there anything else that could be causing this behavior? A guy at the dock said he has seen regulators cause that type of issue (I assume he meant the voltage regulator) is this possible?
3) While the engine is running, I get a long beep every couple minutes. I have read that similar issues have been reported to be caused by a bad fuel level sender in the fuel baffle, which does fit because my gas gauge was always showing empty. Is there a way to simply disable the beep for this(short of cutting the speaker wires)?

Its not a starting feature. Could be poor wire connections, grounds, bad starter solenoid, bad starter.

You can probably still do the fuel level mod. Its on the forum somewhere. Donno how good you are with tools tho? Requires Id say medium mechanical skills. But there is a AWESOME writeup on it somewhere here.

Pull the carbs off and check them yourself. Each one has a little fuel filter. Try blowing some air through the fuel lines with them DISCONNECTED and see what you get at different fuel selector settings.

Id still start with poor powers and grounds, they are easy to check. Especially because you have a running problem, as a starting problem at the same time.
 
Thanks guys, looks like I have some work ahead of me. I had the main power cable replaced so I guess I will just replace the main negative cable as well, not a huge expense even if it doesnt solve the issue. Then I will go from there for the starter issue.

I will see if I can get the fuel baffle out without tearing half the ski apart, does anyone happen to know the ohms range to look for for an operational baffle?

When cleaning the carbs, if the seals arent torn or dried out, can they be reused? If the carbs are really tarnished/dirty then I will do a full rebuild but if they just need a little cleaning do I still need a kit? I will also check the fuel selector while I am at it to verify thats clean.

if your really really care full you can get away with not getting a kit. HOWEVER i never recomend this to anyone. its best just to rebuild them with kits and new needle and seats. i know its another 100 bucks, but its worth it.
