The needles have rubber on them and they are 20 years old... If they leak, you will have starting problems when it is warm. Then you will have to pull the carbs again. Your call.
The motor IS water cooled. That said, starting it for 10-15 seconds is OK. But not longer. If you do run it longer, you have to put it on the hose. REMEMBER- motor on, then water on, then water off, then motor off. Otherwise you can pump water into the motor. And even then, you can only run for one minute unless you either have water dripping on the carbon seal, or you use zip ties to pull the seal back. Otherwise you will fry the seal.
