Is that supposed to be there?

I am working a first time ever rebuild on my 96 gtx. Doing a top end rebuild due to rave valve failure. Pulled bottom end to ensure the half of rave valve I was missing wasn't still in the engine. Anyways my question is in the attached pic you might be able to see a foam seal around the round opening for where the jet pump mounts. Is this supposed to be there? I can't find it in a parts diagram. As you can see it doesn't seem to be bonded on correctly. Just tying to figure out why it's there or how to fix the issue. Or what the issue might be if it's not supposed to be there and I remove it before installing the pump. Thanks for any help with this 20171107_144034.jpg
 
No yours does not need it however a 96 XP does. I know some aftermarket wear rings have the foam seal included in the kit and I have seen them used where its not called for such as yours. I dont think it will hurt if you put a new one in there, it will compress and seal very well.
 
I run then on every ski, the last thing you want is a place to suck air and cavitate. I also seal the entire ride plate, especially in the pump tunnel. I just use black rtv to seal that.
