Impeller oil seal direction

I'm rebuilding the impeller assembly for our 2001 Sportster. The replacement oil seal from the kit is different than the original one used. The new oil seal has a garter spring located inside. My past mechanical experience tells me to always install the cupped side, or garter spring, towards the higher pressure or fluid you wish to hold. The reason I'm rebuilding, is the impeller oil is always replaced with water after each run.
Anyways, which way does this seal go back on?
 
Raised lip to the outside is what it says in the 1997 manual(couldn't find the 01) and that would put the spring to the inside. If you don't have a spring on the old seal that might be the source of the water

Spring is towards the inside. Have to wait to see if the same water intrusion problem returns.
