Hull not draining - remove drain plug necks?

I have a 2010 RXT 215 and when I wash the inside of the hull, water is not draining out the drain plugs. I have read that there could be leaves stuck in the plug or a back-up ball is stuck. I'm hoping to find a way to fix the problem without removing the bailer tubes, as space is pretty tight on the port side, near the iBR motor.

My thought was to try and pry off the drain plug necks from the outside (my model does not have the two bolts that some other models have). Has anyone tried this? Or, does anyone have advice on how to fix the problem without removing the bailer tubes? Thanks for the help!
 
Can you bend some thinner wire into a small hook so you could drag any debris out from the outside or even dislodge the ball by pushing it in towards the inside of the hull?

I've gotten the odd piece of debris out that way.
