I have a 1997 seadoo speedster with twin 717 rotax engines. It won’t rev above 3500 rpm on the trailer. I bought and installed two new carbs, and it still won’t run above 3500, I did a pop pressure test, replaced the spring on one engine and it now pops at 22 - 25 psi But still won’t exceed 3500 rpm. What am I missing?
 
Most of the boats have a neutral rev limiter. If you are on the trailer, put the shift lever in forward and then give it throttle.
