Help with 2008 Seadoo Speedster 150 fuel pump

I have a Speedster 150 SCIC that recently started running rough after sitting in my garage for the winter, although it starts just fine and ran perfect a few months ago. I decided to change the external & internal filters on the fuel pump. I also installed new spark plugs and pumped all of the fuel out of the gas tank even though I always use fuel stabilizer. I went to start the boat last night and it won’t start. I disconnected the fuel rail and had my wife hold it away from the motor while I tried to start the engine and no fuel came out of the injectors at all. I’ve been disconnected the fuel line from the fuel pressure regulator and tried starting the engine again and just a very small amount of fuel dribbles out of the fuel pressure regulator. Can anyone lead me in the right direction on what to check next? Any help is greatly appreciated!
