Head pipe bushing question

I hope someone here can help. I’ve searched the threads but didn’t see any matches. My 2003 Seadoo GTX-DI head pipe had a hole in it. For a temporary fix I repaired the hole (very small) with Marine-Tex. When I removed the head pipe, the bushing that is connected to the head pipe that absorbs vibration (closest to the exhaust manifold) seems to have come apart. Is this bushing physically and permanently connected to the pipe? The only part still connected to it is a flat metal washer looking piece (with no hole). The flat metal piece is pretty securely attached to the head pipe. I’m not sure if I should try to remove it or is the head pipe ruined because of this.

The exploded view seems to suggest it is NOT permanently attached to the head pipe. I don’t want to pry it off if it is permanently attached.

Any advice would be greatly appreciated! Thanks in advance!
