fuel gauge or sending unit

i have a 97 gti the fuel gauge reads full when the tank is full but stops reading at half tank the gauge stays at half even when empty i was advised to change the float which did not solve problem. is there a way to test the gauge or the sending unit and are the sending units universal between models

I took the sending unit out of my parts GTX and it fit in my GTI..not sure about other models though.
