I think you just answered your own question, it has a Butch's head and R&D pipe. You are going to have to check the jetting to see if it is correct for your pipe and head. You are going to have to check the impeller pitch to see if it is correct for your engine/pipe combo and with any pipe you are turning more rpm's than stock so you will have to have a microtouch rev limiter. Check your electrical box for an aftermarket rev limiter. If you do not have one you solved your problem and because of your non-stock setup you are infact hitting the revlimiter like you keep describing how it feels.

Great, thank you. I do have a couple questions though, which electrical box do I look in and what will it look like? Also where can I find info for which impeller I will need? I have all of the paper work from when butches did all the work in 97 and they did reject the carbs, but I don't see anything about rev limiter or impeller. Everyone that has rode it says it is the wrong impeller but I can't find anyone that can tell me what and where on the kind of impeller I need, thanks again for the help

Here is the instructions from Micro-Touch http://www.revlimiters.com/97-98_Inst-d-full.pdf. As far as the impeller if it is a stock seadoo it will have the part number on it but has to be removed to read. I would contact Impros to see what they think on the pitch.
