First post!! 1989 sp starter bolt missing

Hi I'm beginning to remove the starter on my 1989 sp. The top bolt is missing . How big of a problem is this ? Would it lead to no start condition? I'll post a photo because I like posting photos for future reference for fourm users.

Has that bolt sheared off,,,the bracket bolt is also missing,,,you have 1 bolt holding the starter,,,it will twist,,,

I think there is two but only one showes in the photo the second is diagonal from the first . I am not sure . If it is just missing I'll just find one to replace it of course
