External Port Identification needed

Looking at the picture there is a black hose connection on the starboard side. What is this for? I looked in my operator's manual and it does not ID it. Thanks for your time.

Fuel overflow..

I'm sure glad that I didn't find out that the hard way yesterday when I went out to top off the tank.

When normally filling up the tank do some just wait till it comes out of the overflow or just look at the tank from inside the engine bay?

I fill it till it squirts out the side...
