Engine gags at half throttle

Thanks I have got a lot of great info of this site. I recently bought a 96 seadoo challanger from a guy that was supposedly very mechaniclly inclined and the boat was running wonderfull. It starts and idles fine but as soon as I open up the throttle it sounds like a rev limiter is kicking in. I have cleaned the rave valves and checked the carbs. Does any body have a idea what else may cause this. Thanks!!
 
Is the rev limiter kicking in right at 3500 RPM?

If it is... the neutral switch on the shift lever is stuck.

If not....

Does it rev up, but not go anywhere?

If so... you have cavitation. Check the wear ring, impeller, and carbon seal.

If not... will it go past "Half Throttle"?

if so... clean the carbs, and look for fuel line obstructions.
