drain crankcase on 951

Someone suggested that my PTO cyclinder may be failing to ignite because there is fluid in the crankcase. Is this likely and if so, is there a way to drain the crankcase easily?
 
Nope. (sorry) The only way to get raw fuel/oil out of the engine, is to crank it with the spark plugs out. Don't crank for too long because you will over heat the starter.

Generally, if you can get one cyl to light off... the other side will clear out. (That's why I think you have a reed issue)
