Difference between REVERSE and NEUTRAL on challenger 1800?

I had my boat int he water yesterday and noticed that when the drive is in NEUTRAL and I rev up to 3000 RPM the boat doesn't remain stationary at all but moves slowley - mostly sideways.

I noticed when i move from neutral to reverse - no control surfaces on the back change but I can rev the engine up higher. Are there any other control surfaces behind the jet pump or in the intake that are supposed to move when the boat is in neutral??

How can the boat ever be in true 'neutral' as the impellers are hooked up to the engine - so whenever the engine turns you will always have waterflow through the pump.

Any advise is greatly appreciated.
 
nuetral and reverse, are the same. The buckets on the pump, close off the propulsion. Thats it. The reason you were able to rev/more rpms in reverse, is because of the nuetral saftey switch, is activated, when in nuetral.
