Carb question

My carb or throttle is sticking for some reason. I can manually move the carb to the idle position and the motor runs fine. When I throttle up, it stays on WOT... I'm not sure what's broken or not working properly that's supposed to keep tension on the throttle cable. I know there's a part at the bottom that connects to the piece that the throttle cable connects to...

What is the part at the bottom?
 
I guess that's what it is. I'm just trying to figure out why my throttle wont return to zero... Or, why there isn't two-way tension on the throttle...
 
Go back and look at my original post, I added some info., there's a return spring around the throttle shaft.

Both springs have tension on them. If I move the throttle at the carb, the oil pump arm moves like it is supposed to. What else can I check? When I manually move the throttle shaft, should it normally spring back to idle? If my spring is good, what else would stop it from going back?
 
I removed the throttle cable from the throttle shaft and it's definitely stuck. When I turn the shaft by hand, it's pretty tight. I'm assuming there's some corrosion in there...
 
Could be frayed and/or dirty cables, remove the cables clean and lube them, use WD40 more of a solvent than a lube, to clean the cables. I use IES Clear Pen-Lube 4550, which is a PTFE lubricant. Do both the throttle cables, and the oil pump cable. While your there lube the throttle and choke shafts.

That would be fuel varnish on the shaft and you would need to remove those small screw in the throttle shafts holding the blade, remove the nut on the end of the shaft and carefully work it out and clean, clean clean... you might get lucky and the bushings and O rings will still be fine... if it`s ugly, I believe WSS or SBT sells shaft kits pretty reasonable... good luck...

I'm going to remove the carb this week... Also, I'm going to order a rebuild kit. I'm not 100% sure which kit to order online for a 1998 sportster single rotax...



Yep, those other guys are right, I guess I only half read your answer, when I read your answer, "it's definitely stuck", I thought you meant the cable.
