Carb question

I am having trouble with one motor in my 99' challenger 1800. One motor goes from 5K straight to 7K. No matter what I do I cant maintain any rpm between 5 and 7K. I have adjusted the low speed screws to 1 1/2 turns out and the high speed screws to "0" although, the mag side carb high speed screw cap is missing and the screw is seized. I am afraid prior owner may have took the cap off and adjusted it. I dont want to risk doing any kind of damage t motor. So my question is would it be ok to take the carbs off my 97 gtx which has the motor? The gtx carbs do not have the accelerator pump, will this cause any problems?
 
that has nothing to do with your carbs. that is classic cavitation.

Check the wear ring, and impeller... but when you get that big of a jump... it's normally drawing air from the driveshaft seal. Replace the carbon seal, and it's supporting parts, and you will be fine.
 
Also check your rave valves. If they're baked with carbon, they might not be opening smoothly and causing the RPM jumps
