Carb gurus please step in...

I'm pulling my carbs apart again to see why it's flooding. I think I may have a leaking needle.. On the PTO carb, not the regulator side but the opposite side that has the little filter and one oring. My question is, "is there supposed to be a diaphram there"? My father in law pulled these apart the last time and I don't recall if there was one or not. The manual shows an exploded view of the mag side which is vaguely similar to the pto on that side. There is obviously a lot more going on with that one being the pump and it's a tad confusing. Thanks for your help.
 
The carbs are identical in that area. I don't think there is a diaphragm in that area if I am thinking the same part as you.

I guess its not technically a diaphram...maybe?? It's one of those rubber flat/square gaskets/diaphram? The manual calls it a gasket.
 
The manual shows it as part #52. I noticed on the column to the right of the part #'s it shows PTO/MAG. It shows 1 for MAG but not one for PTO. So I guess the PTO doesn't have that gasket??
