Good morning,
I just rebuilt my carbs and installed all new fuel lines.
I have a 2001 GTX 951.
When I push throttle I get a little hesitation?
What needs to be adjusted to eliminate the hesitation?
The idle is low as well but I will adjust the idle screw but want to do both adjustments at same time.

There is only 1 idle screw so not sure what you are adjusting "the same". Idle is 2,800 rpm out of the water.
Set the LS and HS screws per the specs.

Hesitation is usually from your accelerator pump not working correctly.

I will adjust the idle screw to 2,800 rpm.
I was also told to turn the high and low screw out 1/8 to 1/4 turn. This should fix hesitation?

No, a stock seadoo should run pretty much perfect with the stock settings. Typically hesitation on your model is from the accelerator pumps not squirting fuel into the carbs.
