Bilge pump and blower fuses popping

My fuses are blowing on my 96 speedster. I changed out the fuse on the bilge and it worked for a little while and the blower fuse just pops as soon as I put one in.....any suggestions??

check them both. Had fuse pop'n on blower, ended up being blower was stuck/not work'n. Took it out, sprayed wd-40 into it, worked the fan a little, and wham..works perfect and no fuse pop'n

I appreciate the feedback, but they're blowing before I even flip the switch...
