My neighbor gave me a '95 gtx.

It broke down on his wife last summer, he was given a $1500 repair estimate and decided to get a new one/
I picked it up last night, the rear drive has been removed when it was at the shop, but I have all the parts.
I charged battery, I can press down the kill button and try to fire it. I hear the starter pop and then "whir"
The throttle seems get stuck in the open position.
I placed a wrench on the drive shaft and force about a 1/2 turn and seems to not move at this point.
Any ideas on how to procede with trouble shooting? I am just not sure what's broken and where to start.
