99 Seadoo GTS Runs wide open without plug wires on??

I have a 99 seadoo gts brought home from the lake yesterday, went to flush it out, cranked it up turned water on hit gas and immediatley revs wide open, will not shut off, pulled the DESS, hit the start?stop button, pulled the plug wires completley off and it is still revving like crazy. Finally hit the choke to kill it. This just started and it does it every time????????/ Any ideas guys????
 
engine run on is fairly common out of the water, it's kind of like a car dieseling, the only way to stop it is to hit the choke. can be caused by incorrect idle position, dirty carb filters, throttle linkage set incorrectly with not enough slack, etc. a good carb cleaning usually corrects it.

if it does it in the water with a load, you have an air leak, like base gasket, carb gasket, cracked intake, etc.
