99 GTX LTD Starter Problem

I have a 99 GTX LTD and when I press the starter button the starter makes a whirring sound. I think it is the solenoid. It sometimes starts and sometimes does not. Does anyone know how much labor it would take to remove the starter? From drawings I see that the starter is below the cylinder heads. I am not sure that the engine doesn't have to be rotated to get at the starter.

It appears that you need to replace the starter reduction gear (bendix). Remove the pipe, flywheel cover, and flywheel to gain access.
