1995 GTX solenoid question.

I have a 1995 GTX. Most often get 2 or 3 clicks when press start button before it catches starter and turns over. I was able to test the start/stop button and the safety lanyard button and both seem good. Strangely, the solenoid read 12+ volts across it before I even pressed start button. This seems strange and I wonder if it's a sign solenoid is going. Either that or there is an issue with the starter. Any thoughts? I have access to the starter now so if needs work I can get to it.

The two big copper lugs should never have continuity without the start button being pressed. If it does it is bad.
