99 GTI will not idle without choke

I have a 99 GTI single carb that will not idle with out the choke, it bogs down and shuts off. I have rebuilt the carb, adjusted pop off pressure to between 36-40, cleaned jets, needle and seat, replaced fuel lines and vents, bypassed the on/off switch, cleaned fuel filter, cleaned fuel pick up screen out, adjusted low speed adjuster, did compression test 135-140 psi on both cylinders. Nothing i have done has made it do anything different. I bought this ski not running, so I took a gamble on it because it was super clean. I am getting plenty of fuel into the carb, so I am assuming that the fuel pump is working ok. The accelerator pump was not working, I cleaned it as well and got it working good and that is the only thing spraying fuel into the carb, which is all it will run on with the choke on as soon as the choke is released, the ski bogs down and dies. Any help or opinions are appreciated, I am exhausted with searching the internet for my exact issue and I am out of ideas.

Pressure test the engine. You might have an air leak.
