98 GTX Limited Lo Fuel

I just purchased a 98 GTX Limited. My test ride before buying (15-20 min) everything ran fine. 2 days later when my son took it out on the lake, he ran it for 10-15 min and he started to get a Lo Fuel warning as well as 12V low warning. When we left the house, the ski said it had 1/2 tank of fuel. Now it was showing 1 bar or none. It seemed to be sputtering as well. I got it home, filled the gas tank over half full (visibly can see it is half full) and when I put the key in, it still says low fuel. Any thoughts? Help?

fouled plugs

On a similar note.... I pulled the plugs and they seem to be fouled. How might this relate to the low fuel?
