97 seadoo xp storage in winter engine dont start up

Last yr my jet ski ran fine till i store it over the winter and didnt do the necessary things to winterize it. When i try to start the engine the starter just wines but engine doesnt crank. I bought new a battery and still the same results. I was told to replace my gas and put in new one but i dont know how. So my question is how do i drain out the gas? Or is something else my problem.
 
Well if the motor is not cranking but the cranking motor spins fuel is not the problem but could be once the motor draws in the old fuel and it will not fire up, that is if there is compression and spark - NEVER connect to a running car/tractor or battery charger while the wires for the ski/boat are still on the battery - spark control unit will fail in the blink of an eye. To get to the cranking motor retaining screws is not easy but it can be done with a 12 and 6 inch extension together under the large pipe, and sliding the cranking motor out is a tight fit but it can be done, then proceed to repair on the bench, the "bendix" is the likely culprit but the overall motor condition should be inspected so you do not have to pull this out in 6 months for brushes.
 
Oh shoot, I forgot to advise some premix gas the first run of the season with a mark on the oil tank so you can be sure the motor is drinking like normal before you go testing any speed records, in fact just leaving the boat on the trailer and dipping at the last ramp - start up and observe any water/fuel/oil leaks while the back is in the water, you can even check the charging circuit by lifting the throttle a little bit to get all the juices flowing - this saves a lot of breakdown drama when the season is prime.
 
Right the fuel may be old but not an issue, it can be drained into small tanks by taking the hose from the carb and controlling the flow with the fuel rotary control, pour it in a car to use it diluted while you figure out the cranking motor gear and brushes business.
 
The easiest way to drain the fuel is by siphoning out the gas, Check your fuel water separator, add new gas and a little methalhydrate to clear out any water in the fuel lines, take the plugs out and leave them connected/resting on the cylinder head, activate the starter and check for spark. If there isnt any spark, check the kill switch and make sure it isnt stuck. I hope that helps you out a little. Also i know this sounds stupid but make sure your fuel shut off is in the "open" position. And some times engines need alot of choke to get running for the first time. A freshly charged battery with alot of cranking amps helps too.

Great advice but not relevant as his engine doesn't turn over.
Just forget about the gas for now. It may be OK. Since the engine is not turning over, the gas is irrelevant. You should fix the problem with the starter first.
