i bought a 15 foot seadoo challenger with a blown engine. the oil line fell off and the guy roasted the engine. i changed the engine and havent had it in the water yet. I hooked the hose up and fired it up in the drive way. It runs at 3000 rpms in neutral and doesnt rev up when i give it throttle. Is this normal because it is out of the water? if this isn't normal could i have a indexed the rotary valve incorrectly? Thank you for any help.
 
Good idea to run in the new engine at home to check for leaks and check things, as a safety precaution when the shifter is in nuetral the rev limiter holds you down to 3000-3500 so the boat does not ride away from the dock - you can shift forwards and then zoom-zoom-zoom but limit your time on the hose because the hull seal does not get any of this water and can be burnt out, pour a drinking cup of water over it if you are gonna stay on the hose again and again. Read here about fuel lines and the troubles they can cause, if you have a chance take the boat to the ramp and leave it on the trailer while you run it to observe oil/fuel/water leaks, always have the flame screen on and you can even check the charging of the battery, just lift the throttle a little to get all the jouces flowing - this saves a lot of breakdown drama later in the season.

Yes. The idle spec is 3000 rpm out of the water, and 1500 in the water. take the boat to the water for a shake-down. Don't plan your first trip with friends and family. Take one buddy, and tools. There is a good chance that you will need to tweak a few things.
