97 challenger throttle cable adjustment problem. Searched but cant find exact answer

So I cleaned my dual carbs on the 97 challenger. While putting it back on, I was testing the throttle lever. If you are leaning over from the seats, the throttle adjustment closest to you, I have set so it just barely closes the butterflies all the way with no throttle. My problem is, when I am at full throttle, they aren't really at full throttle, I can push them by hand another 1/2 inch or so. I tried adjusting the back of the boat carb jam nut both directions, but that doesn't fix the problem. Is there another adjustment I am missing? Or do I have to adjust it at the throttle lever itself. One more thing, from idle to about 1/6 throttle, it doesn't move the butterfly at all, is there a way to change that? Thanks for any advice.
 
On the boats... there is a small amount of movement in the stick to allow the lock to function... but is sounds like you just need to adjust the cable at the carb.

Try this... push the throttle stick wide open. then, adjust the cable (the 2 nuts at the bracket) so the butterflies are just off the full throttle" stop. IF the carbs are allowed to hit the stop at full throttle, you will wind up breaking the cable when you mash the lever to open. Anyway... that should allow just enough movement, so the engine will come to an idle in the water. (you will still want to adjust the idle stop screw once you are in the water for 1500 RPM's)
 
So I need to adjust it to full throttle and not worry about adjusting it so at no throttle they close all the way? I can't seem to get it to do both. I will try that and then use the idle screw to set the idle correct.
 
So I adjusted the carb so that when it was at full throttle, the cable almost hit the throttle stop. This unfortunately left it so open at idle that it idled at 2000 rpms even with the idle screw set to the lowest so I had to change it back some which now has limited my top rpms to 7k, is 7k the correct top rpm?
